Hon. Colonial Secretary,

Taking 9 months expenses in 1904 in a

mess of 2 at Tai Po, and comparing it with living in a mess at Hongkong. Eliminating house rent, I find Taipo living was $26

a month dearer. On account of rise in price of coolie labour

due to employment on Railway, this would now be increased to

$30. If a man had to live by himself and not in a mess the

extra cost would be $29 1e, a total of $59 a month. Clothing is

about the same as although boots and socks wear out quicker in

the New Territories older clothes can be worn,
